VUNG ANG INDUSTRIAL PARK-SEAPORT COMPLEX - HA TINH PROVINCE
Vung Ang Industrial Park-Seaport Complex is a project of Vung Ang Industrial Park Infrastructure.

The project to build and operate Vung Ang I Industrial Park on an area of 116ha, with an investment capital of VND 154.1 billion was approved in Decision 577/QD-TTg dated July 16, 2002 by the Prime Minister.
1. LOCATION
Vung Ang IP - Seaport Complex is located in Ky Anh District, Ha Tinh Province , beside National Highway 1A and it is 8km from Vung Ang Port.
Via National Highway 1A :
- To the North, 60km from Ha Tinh Town, 80km from Hong Linh Town where National Highway 8 begins and leads to Laos
- To the South, 25km from Deo Ngang Tourist Resort, 180km from Dong Ha Town (Quang Tri ProvinBce) where National Highway begins and links with Savannakhet Province ( Laos ).
- About 50km west of the trans-Vietnam rail route .
- 120km from Vinh Airport (Nghe An Province) .
2. PROPERTIES AND PLANNING
a) Properties
- One of the concentrated industrial parks and commercial-service centers of the north of Central Vietnam.
- In the area of the deep water Vung Ang and Son Duong seaports.
- An important location for national defense.
b) Planning
The main sections of Vung Ang Industrial Park-Seaport Complex:
Vung Ang and Son Duong ports
- A commercial port in the west of RonCape (about 250ha).
- A specialized port in the east of RonCape (about 220ha).
Vung Ang I Industrial Park: being associated with Son Duong and Vung Ang portand planned with about 1,805ha. Targeted industries: steel production, shipbuilding, mechanical manufacturing, and local industries.
Vung Ang II Industrial Park: being associated with Son Duong Port and planned with about 1,170ha. Targeted industries: chemical production, oil refining, and oil and gas services.
Civil section: Ky Anh District will be enlarged to the west of National Highway 1A, with a planned area of some 850ha.
3. TECHNICAL INFRASTRUCTURE
a) Ports :
Vung Ang Port
Wharf No. I is 185.5m long, 28m wide and 10.7m deep, with eight anchorage piles ensuring the berthing of 15,000-30,OOODWT ships.
- In June 2002, Wharf No. 1 of Vung Ang Port began to be upgraded. In the fourth quarter of 2002, it is able to receive 45,000DWT ships.
- In 2005, Vung Ang Port will have four piers: two piers for merchandise ships and two others for container ships.
Son Duong Port
- The average depth is 10-12m deep. Some places are over 20m deep and can be built as harbors for 150,000-300,0000WT ships.
- A specialized port for steel production, shipbuilding, oil refining, warehousing and oil services will be constructed.
b) Roads
- The road to link National Highway 1A with Vung Ang Port runs along the fence of the industrial park, with the length of 9km and the width of 9m.
- The road from Vung Ang Port to the Vietnam-Laos border via Mu Gia Pass (first phase: 65.1km). On this route, the distance between Vung Ang and Thakhek Town ( Laos ) is 300km. This is the artery route for Ha Tinh Province and Northern provinces of Central Vietnam to develop trade relations with Laos and northeastern provinces of Thailand .
- The railway to link Vung Ang Port with Duc Lac Railway Station .
c) Utilities
Power supply: The national power grid will supply electricity to the fence of the industrial park via a 110KV transformer station which is being built in Ky Anh Town.
Water supply: A water plant with a capacity of 5,000 cubic meters per day is under construction. It will begin to serve the industrial park in the first quarter of 2003 at VND3,500/cu. meter.
Communication: The post office for the industrial park has been activated. At the end of 2002, it will provide Vinaphone mobile phone services.
Customs services: customs formalities are conducted at the Vung Ang border gate.
Drainage and environmental hygiene:
- At the civil section, rain and waste waters are treated and released into the river via an independent drainage system.
- At the industrial park, industrial waste water is treated at each factory to reach hygienic standards before being drained into the sea .
4. LAND RENT
- Undeveloped land: VND 100/sq. meter/ year or US$ 66/ha/year.
- Bare land: VND60/sq. meter/year or US$40ha/year.
5. INVESTMENT INCENTIVES
- Land rent exemption for the first 15 years since the signing date of the lease and a 50% reduction for the following five years.
- Free site clearance and part of the compensation for site clearance (100% for infrastructure construction projects and 50% for production projects). This fee is deducted in the taxes investors have to pay.
- The infrastructure fee is 15% lower than other industrial parks in the country with the same conditions.
- Projects in the planned industrial park can lease land in the planned residential section in Ky Anh District (not more than 50 years) to build a housing complex for employees without paying rent during the leasing period.
6. BUSINESS RESULTS
Many investors have come to Vung Ang Industrial Park-Seaport Complex to survey the construction of production or service facilities. Some of them are Vietnam Vegetable and Fruit Corporation, Vietnam Forestry Corporation and Nissho Iwai of Japan with a paper materials export processing Joint-venture, a wood processing project of Laos, and Vietnam Maritime Agent
