1. LOCATION
Cai Lan Industrial Zone is situated in Bai Chay Ward, Halong City, Quang Ninh Province, with the following geographical characteristics:
- South of Cua Luc Bay .
- North of National Highway 18 A which leads to Cai Lan Port and Bai Chay Bridge.
- West of the deepwater Cai Lan Port .
- 5km west of central Halong City .
First-phase area: 78 hectares, including 56 hectares for production and warehouses.
2. INFRASTRUCTURE
a) Transport
Internal transport : The internal road system is designed in the form of a fish skeleton. The main roads are 30 meters wide. Auxiliary roads, 25.5 meters wide, arc under construction.
External transport:
- Motorway: National Highway 18A links Quang Ninh and Hanoi City and leads to the Mong Cai border gate. Road 10, extending from Uong Bi to Haiphong City , is under construction.
- Waterway: Cai Lan Port is able to receive 40,000DWT ships.
- Railway: The Kep - Bai Chay- Hanoi rail route will be upgraded to join the national rail network.
b) Communication
The 28,000-line telephone exchange and the optical fiber cable line of Quang Ninh Post Office meet customers' demands for local and overseas telecom services.
c) Utilities
- Power: from the national power grid via the Hoa"nh Bo transformer station.
- Water: from Dong Ho Water Plant. Price: VND3,000/cubic meter (VAT- included).

4. INVESTMENT INCENTIVES
Projects licensed before December 31, 2002 are offered a 50% reduction for land rent and infrastructure fee in the first four years.
After the time for corporate income tax exemption expires, projects, which employ at least 50 people for a long term or export 50% of their products or more, will receive the provincial government's reinvestment worth 50% of the following four years' corporate income tax to raise the investment capital.
Investors are given the financial support for training employees at VND300,000-500,000 per person.
5. BUSINESS RESULTS
The industrial park developer has leased land to six projects, two of which are foreign invested projects involved in the production of plywood, wooden products and construction materials. The area of leased land is 17.3 hectares.
